Target audience
We are looking for suitable candidates who meet the following criteria by the deadline for applications.
A. Essential
Only applications meeting all essential selection criteria will be assessed.
(1) Professional
Candidates will be required to demonstrate the following qualifications:
- a thorough understanding and professional experience in supporting aspects of military and/or civil operations;
- experience in launching and managing collaborative multinational projects;
- an excellent (or at least very good) knowledge of CSDP and respective European operations and missions;
- a thorough understanding of the EDA’s main tasks and functions and EU relevant bodies in EU military domain (EEAS, EUMC, EUMS);
- an excellent (or at least very good) knowledge and thorough understanding of public procurement contracts and military logistics and Education, Training and Exercises activities;
- a track record of delivering successful business outcomes;
- a sound practical management experience;
- a very good knowledge of written and spoken English.
(2) Personal
All staff must be able to fit into the Agency's way of working (see para. 2). Other attributes important for this post include:
- demonstrated ability to work in a team and independently in their area of responsibility;

B. Desirable
The following will be considered an advantage:
- at least 15 years of relevant professional experience, acquired after the award of the academic qualification required as a condition of eligibility (see ELIGIBILITY CRITERIA section above);
- familiarity with recent European developments at political level relating to defence capabilities, industry and, especially, research and innovation;
- service in relevant UN, CSDP or EU missions in a military or civilian capacity.
Why we are consulting
We are looking for EDA's next Head of the Operations, Training and Exercises Unit.
The Head of the Operations, Training and Exercises Unit is accountable to the Industry, Synergies and Enablers (ISE) Director and will work in close cooperation with Member States, external stakeholders and relevant Heads of Unit in CAP and RTI Directorates. The jobholder will in particular be responsible for:
- work strands assigned to the Unit including:
- promoting the use in CSDP operations of all relevant EDA projects & programmes;
- developing and managing contracted solutions to support CSDP operations and Member States;
- initiating, developing and consolidating training activities for rotary and fixed-wing aircraft, including RPAS, subject to Steering Board approval;
- supporting education activities managed by Member States;
- developing and managing concrete collaborative projects within the remit of the unit;
- supervising contract management related to all contracts deriving from the work of the unit;
- maintaining a close working relationship with Member States and the relevant Council, Commission, EEAS, EUMC, EUMS and other external bodies including NATO.
- planning and managing the use of budgetary resources allocated to projects and activities within the jobholder's areas of responsibility;
- managing the workload and human resources allocated to the Unit, including the development of competences and skills, and the evaluation of their performance;
- allocating personnel from the Unit to integrated teams under the responsibility of other Directorates and projects;
- proposing strategic inputs and new workstreams to the ISE Director and senior management regarding the development of the jobholder's areas of responsibility;
- take on additional tasks as required in the interest of the service.
Duties may evolve according to development of the EDA’s structure and activities, and the decisions of EDA management.

Additional information
The Head of Operations, Training and Exercises Unit will be appointed by the Chief Executive.
Recruitment will be as a member of the temporary staff of the Agency for a four-year period. Renewal is possible within the limits set out in the EDA Staff Regulations. The successful candidate will be recruited as Temporary Agent, grade AD12.
The pay for this position consists of a basic salary of 14.016,98€ supplemented with various allowances including, as applicable, expatriation or family allowances. Successful candidates are graded on entry into service according to the length of their professional experience. Salaries are exempted from national tax, instead an Agency tax at source is paid. Failure to obtain the requisite security clearance certificate before the expiration of the probationary period may be cause for termination of the contract.
Candidates are advised that part of the recruitment process includes medical analyses and physical check-up with the Agency’s Medical Adviser.
