The projects aim to modernise transport infrastructure, as well as improve the sustainability and energy efficiency of public buildings, including public healthcare facilities. The four proposals were submitted under the seventh cut-off date of the PSLF call. The Grant Agreement preparation will start as soon as the finance partner of the Facility, the European Investment Bank (EIB) has confirmed the award of the corresponding loans for the selected projects.
The three projects to be implemented by the Czech national railway administration (Správa železnic) include:
- The reconstruction of three train stations in the towns of Bečov nad Teplou, Františkovy Lázně and Cheb located in the Karlovy Vary Region: maximum PSLF grant to be awarded €9.9 million;
- The reconstruction of two train stations in the towns of Ostrava-Vítkovice and Kopřivnice located in the Moravian-Silesian Region: maximum PSLF grant to be awarded: €3.6 million;
- The reconstruction of three train stations in Lovosice, Teplice and Roudnice nad Labem in the Usti nad Labem region: maximum PSLF grant to be awarded: €9.5 million.
The project to be implemented by the Regional Government of Galicia, i.e. Consellería de Facenda e Administración Pública - Xunta de Galicia, aims to expand and modernise the public A Coruña University Hospital Complex (new CHUAC hospital) in A Coruña, Galicia region with a maximum PSLF grant to be awarded of €59.3 million.
Background
The Public Sector Loan Facility (PSLF) is an instrument under the Just Transition Mechanism (JTM) that aims at alleviating the social and economic effects of the transition of the EU regions towards climate neutrality. It is a blending facility that combines loans from the European Investment Bank (up to around €6-8 billion) with grants from the European Commission (up to €1.3 billion) to help mainly public sector entities in the most affected EU regions (identified in the territorial just transition plans) to mobilise additional public investments and meet their development needs in the transition to a climate-neutral economy. These plans are drawn up by each EU Member State and outline the challenges to be addressed in each just transition region, together with the development needs and targets to be reached by 2030.
The European Climate, Infrastructure and Environment Executive Agency (CINEA) is responsible for the implementation of the Public Sector Loan Facility under the Just Transition Mechanism.
The first PSLF call for proposals was launched on 19 July 2022 with 10 intermediate cut-offs until the end of 2025. There are 3 cut-off dates per year planned until the end of 2025, with the next one being 16 January 2025.
