Responsibilities

Climate, Net Zero and Clean Growth

As Commissioner for Climate, Net Zero and Clean Growth, Wopke Hoekstra’s task is to ensure that the EU delivers on its climate commitments in a way that is fair, enables economic growth, and supports industry. He is also tasked with strengthening our climate diplomacy through working with partners across the world.

He is responsible for:

  • overseeing and supporting the implementation of the climate and energy framework for 2030
  • making a proposal to enshrine the 90% emission-reduction target for 2040 in the European Climate Law
  • preparing a climate policy framework for beyond 2030
  • contributing to the development of the Clean Industrial Deal and the Industrial Decarbonisation Accelerator Act
  • supporting the implementation of the Innovation Fund to mobilise investment in clean technologies
  • accelerating the build-up of a Single Market for CO2 and working on CO2 transport and storage
  • strengthening Europe’s climate diplomacy and its leading role in international negotiations
  • leading the work on a European Climate Adaptation Plan to support Member States in their preparedness for climate change impacts
  • strengthening the framework for a social and just transition
  • contributing to a framework to further reduce and phase out the use of fossil fuel subsidies
  • working to counter the growing trend of climate disinformation

Taxation

Wopke Hoekstra is also responsible for taxation. His task is to work to ensure our tax system plays a crucial role in supporting Europe’s competitiveness, prosperity and social fairness. 

He is responsible for:

  • leading the work to level the energy taxation playing field and use taxation measures to incentivise the use of clean technologies
  • helping to conclude negotiations on the revision of the Energy Taxation Directive
  • finding solutions for a coherent tax framework for the EU’s financial sector
  • continuing the work on the reform of corporate taxation
  • ensuring Europe continues its efforts to fight tax fraud, tax evasion and tax avoidance
  • working with Member States on the implementation of the global agreement on international tax reform

Meetings and missions

In line with the Commission's Code of Conduct for Members of the Commission, each Member of the Commission publishes a declaration of interests. The declarations of the Commissioners-designate can be found on the European Parliament’s website, where they were published before the confirmation hearings of the Commissioners.

The declarations of interests of the new Members of the Commission will be updated and published here at the beginning of 2025 in line with Article 3 of the Code of Conduct for the Members of the European Commission. Machine-readable versions of all declarations will also be made available in line with the requirements of the Code of Conduct. The declarations of interests follow the requirements set out in Article 3 and Annex 1 of the Code of Conduct for Commissioners.
