Strategies and policies

Over 70% of EU citizens live in cities which generate 23% of all transport greenhouse gas emissions. The EU works with cities and regions to develop a sustainable urban mobility policy, including efficient public transport systems and good connectivity throughout their home country. It also strives to improve the quality of life in cities by promoting active mobility solutions, such as walking and cycling.

It supports initiatives to make cities accessible for all residents and commuters, including persons with disabilities and older persons. To help the European Union reduce greenhouse gas emissions (by at least 55% by 2030 and by 90% by 2050) and support cities in this endeavour, the urban mobility framework in place proposes measures to develop urban transport systems that are safe, accessible, inclusive, affordable, smart, resilient, and emission-free.
