Some merchants are restricted because of risk of transactions that violate federal banking regulations and/or banks risk management algorithms. Examples of typically restricted merchants are marijuana sales, gift card sales (considered money laundering risk by many banks), gambling/casinos etc. If you post the merchant I can be more specific on the issue.

Bitcoin merchants are not allowed and violate the terms of use. You may find that your Apple Cash account will become permanently suspended for these type of violations. That is true for most other banks as well. You can read up on the Terms of Use for Apple Cash here:

You agree not to use the Services in connection with unlawful domestic or international gambling websites or payment processors that support unlawful gambling websites or to purchase illegal goods or services. The Services may not be used to get cash or for what we consider, in our sole discretion, a cash-like transaction, including but not limited to, ATM and teller withdrawals, third-party money transfers, broker/dealer transactions, prepaid card and stored value purchases and loads, cryptocurrency transactions, purchasing lottery tickets, gaming chips and other methods used for gambling, and wagers and other betting transactions.
