How can I download photos from someone else's iCloud account?

My sister-in-law passed away and my brother (a pc user) has asked me to get some of her photos. I have her Apple log-in and have accessed the account and can see the pictures. However, when I highlighed some photos and clicked download, it appeared to be downloading something but I can't find the images. They are not in my Photos library and I really don't want them there anyway.

I'd like to get them downloaded to a file folder. How can I do this?

Mac mini, macOS 15.2
