How long should it take i signed on i cliud on the new i pad but it has been ages and it is still whirring

Start hereTransfer data from your previous iOS or iPadOS device to your new iPhone or iPad - Apple Support, and make sure both devices are plugged in, share a Wi-Fi network, are charged to at least 50% and are not in Low Power mode.
