Unable to add a new card due to issue with payment method in Apple Account

when i put in my card into my phone it keeps saying “there is an issue with your payment method. update your payment information to correct the problem and try again.” but there is also no other card on my phone and the only thing on there is my apple cash but there’s no money on there and it won’t let me delete that or add another card.
