iPhone 11 unable to restore through the apple devices windows app. So stuck in recovery mode as it stands.

Hi there, I’m trying to get my sisters iPhone 11 restored after it disabled itself after she forgot the passcode. I’ve followed all the correct steps of connecting the phone to a PC, going on the apple devices apps and restoring that way. Thought I was getting somewhere with it this morning, but just as it was restoring my pc flashed up the error message attached to this post. So, as it was mid restore, it didn’t finish its operation and it’s now stuck in recovery mode limbo. Any suggestions? I’ve tried the volume up, volume down, then hold the power button until the apple logo appears. But it still boots up in recovery mode? Any help gratefully appreciated!
