I have been trying to add my Visa debit to my Apple wallet but each time it goes to send me a code to verify, I am not receiving the message. It has the right number on there but I am not sure if this is an issue with Apple or my actual bank?

If the bank indeed has your correct number; non-receipt of the SMS could also be caused your carrier.
FYI, once you’ve gotten to the “Card Verification” phase, Apple’s part in setting-up ApplePay is already completed.
