Screen arrangement option is missing in Stage Manager

When I first got my iPad, I was able to connect it to external displays in a variety of ways and use Stage Manager to extend my display to up to two connected displays.
Connection methods that were verified to work were:
USB-C to HDMI cable (1 display - Dell 24” 16:10 or Samsung U8000 series television)
USB-C dongle to HDMI cable (1 display - Dell 24” 16:10)
Dell docking station via USB-C to DisplayPort outputs (2 displays [Dell 24” 16:10] + iPad)
After upgrading to iPadOS 18.1.1, I noticed that I was intermittently unable to use Stage Manager to extend to external displays. The Arrangement option in Display settings no longer appeared, and there was no pop-up when an external display was connected. Eventually the Arrangement setting stopped appearing altogether.
Today I updated to OS 18.2.1, but still no Arrangement setting was available to extend to external displays. I’ve followed every piece of advice I could find on Reddit about this issue, including hard resets and clearing device settings. It appears this issue has been occurring for others as far back as 2022, on a variety of iPad models. There do not appear to be repeatable methods to replicate or resolve this issue, so I’m here to see what I can find. Thanks for any input you can provide.
