In Luxembourg the Competent Authority for REACH, CLP, BPR, POP and PIC is the Ministry of the Environment, Climate and Biodiversity.
The national legislation for REACH and CLP Regulations establishes inter-administrative cooperation between the Environment Agency, the Labour Inspection, the Health Directorate, the Water Management Administration, the Customs and Excise Administration. The national legislation for the BPR Regulation involves similar cooperation between the aforementioned bodies, the Veterinary Services Administration and the control unit of the Ministry of Agriculture, Viticulture and Consumer protection.
The national legislations provide the respective authorities with the powers they need and sets down the offences and penalties (both administrative and criminal) for contraventions of REACH, CLP, BPR, POP and PIC requirements.
The Environment Agency acts as Focal point for contacting other European authorities and conducts regular inspections on companies and products on the Luxembourgish market for the national legislation.
