The Malfatti Commission held office from 1970 to 21 March 1972. Its mandate was marked by the relaunching of the process of European integration: the adoption of a financial framework for the EC and the completion of the Common Market; the development of political and monetary cooperation; and, the opening of talks with candidate countries (United Kingdom, Ireland, Denmark and Norway) in view of the Community's enlargement.

He was an important member of Democrazia Cristiana (the Christian Democratic Party) in which he became chief of political bureau. He was elected national representative for young members in 1951. Seven years later he was elected deputy for the district of Umbria.
At national level, he served successively as Minister for Foreign Affairs, Finance, Instruction, Industry, Trade, and Mail and Telecommunications
In the 1980s he was chief of the Italian delegation in the European Parliament
