3.1. Data description

Data and metadata are transmitted to Eurostat by the Member States in the framework of the Unified Demographic Data Collection which is in accordance with Regulation (EC) 862/2007 and Regulation (EU) 1260/2013 and their implementing regulations.

This Euro SDMX Metadata Structure is used for the purpose of quality reporting. The definition of the quality concepts and guidelines are described in the European Statistical System Handbook for Quality Reports.

3.2. Classification system

The current regional breakdown of the countries in the regional demographic tables is according to:

1. Regulation (EU) No 868/2014 amending the annexes to Regulation (EC) No 1059/2003 of the European Parliament and of the Council on the establishment of a common classification of territorial units for statistics (NUTS). The NUTS classification according to this regulation is shortly named NUTS-2013.

2. Agreements between Eurostat and Candidate countries as well as between Eurostat and EFTA countries, for which statistical regions have been coded in a way that resembles NUTS.

3.4.2 Statistical concepts and definitions used in the statistics disseminated in the National Statistical Institute's website

Population Place of usual residence – the place where a person usually spends his or her daily rest time, regardless of temporary absences for the purpose of rest, leave/vacation, visits to relatives and friends, business, medical treatment or religious pilgrimages.
Usually resident population (resident)- all persons holding the citizenship of the Republic of Moldova, the citizenship of other states and stateless persons, who, on the reference date, have usual residence on the territory of the country
Live births  Live-birthis the product of conception, expelled or completely extracted from the mother's body of the fetus at the end of 22 weeks of gestation and/or with the weight of the child from 500 grams and more, breathing or showing other signs of life (breathing, cardiac activity, pulsations of the umbilical cord or voluntary muscle contractions).

Emigration is the action by which a person who previously had usual residence on the territory of the Republic of Moldova ceases to have usual residence on the territory of the country for a period of at least 12 months.

According to Art 4 (2) of the Commission Implementing Regulation (EU) No 205/2014, each year Member States shall provide the Commission (Eurostat) with data at national and regional level as described in Annex II and related standard reference metadata ( In the metadata structure definition defined for the Euro SDMX Metadata Structure) for the reference year within 12 months of the end of the reference year. Migration statistics – data are collected once a year from administrative sources, and immigrants and emigrants are estimated annually.

18.3. Data collection

Agreements on data provision has been signed between NBS and other institutions. Agreements include information on data provision time, way of data provision, structure of data, confidentiality, provisions for data quality.

18.4. Data validation

Data from administrative sources are validate before use for population estimations. Final data on population, vital events and migration are validated before publication – mathematical and logical verification is used.

18.5. Data compilation

Vital events data are collected and validated at the central level (NBS) and contain individual records of vital events (live births, deaths, marriages and divorces) during a calendar year, considered by the date of event.

The data is processed yearly, in April, in the year following the reference year, as vital events legally should be registered in a 90 days interval.

In April of year t, the data for year t-1 are processed, resulting in provisional data, as there are cases of later registration comparing to the legal period. In the following year, the data are revised, so that the final data for year t-1 are available in February of year t+2.

18.6. Adjustment

Population of previous year plus natural change (live births minus deaths) plus net migration (immigrants minus emigrants) equals the population on 31 December of the reference year (the demographic balance for total population). This equation is not applied on population estimates by citizenship, country of citizenship, country of birth, marital status, educational attainment.
