S3 Community of Practice introduces the S3 CoP Observatory

This recently launched platform serves as a centralized information hub for Smart Specialisation Strategies (S3s) throughout the European Union. Users can easily compare the S3 areas of EU regions and Member States, accessing vital contact details and links to the respective strategies in an intuitive manner.

The S3 Observatory was developed through collaboration between DG REGIO G1, DG REGIO country-desks, and the S3CoP Secretariat. The project team utilized Artificial Intelligence (AI) tools, including Generative AI and entity extraction and disambiguation, to automatically tag and classify S3 priorities identified from regions' and member states' S3 documents. The AI-supported exercises involved categorizing strategies and priorities across different taxonomies and identifying keywords at the levels of S3 strategy and S3 priority.

Specifically, AI tools facilitated the classification of S3 priorities across NACE Sections and divisions, NABS codes (1 and 2 digits), and Industrial Ecosystems. While acknowledging that AI is not flawless in contextual comprehension, the analysis included human supervision and quality review to enhance accuracy and consistency. This collaborative approach between generative AI and human expertise bolsters the system's reliability. However, given the pioneering nature of this exercise, the S3 Observatory may have occasional misclassifications or inaccuracies due to the inherent complexity of natural language understanding. Consequently, the S3 Observatory will undergo periodic reviews.
