How Public Employment Services Can Help Attract Skilled Talent from Third Countries

Line_PES_newsletter_525x5_vq3bp0SlMzQCbUUanGQbwtrb8_100385.jpg

A new Thematic Paper by the European Network of Public Employment Services examines the role of Public Employment Services (PES) in recruiting skilled labour among third country-nationals (TCNs). The role of PES in addressing labour and skills shortages by recruiting talent from abroad has been limited to date. However current labour market trends foster an increase in PES engagement. The Thematic paper draws on desk research, a survey to PES and a workshop held in Brussels in 2023. Read more.

Digital service delivery is, particularly since the COVID-19 pandemic, omnipresent in the service offer provided by Public Employment Services (PES) and has proved to be effective in particular for jobseekers who are closer to the labour market. This however raises the question of whether and how to provide services online to jobseekers who either have no or very low levels of digital skills or who do not have the resources to access digital services. The European Network of Public Employment Service hosted a Thematic Review Workshop (TRW) in Croatia in November 2023 to explore these questions. A new Thematic Paper now summarises the key findings from this exchange. Read more.

The European Labour Market Barometer rose compared to the previous month by 0.2 points to 100.4 points in July. Both components of the labour market leading indicator of the European Network of Public Employment Services and the IAB increased modestly. “The European employment services have become a little more optimistic again,” says Enzo Weber, IAB head of forecast. The employment component rose by 0.3 points to 101.6 points in July and thus remains moderately positive. The unemployment forecast component also increased slightly by 0.2 points to 99.2 points. Unemployment will therefore continue to rise slightly in the coming months. Read more.
