Framework Agreement for scientific and technical cooperation between the European Communities and the Republic of Iceland

Decision 90/23/EEC — conclusion, on behalf of the European Economic Community, of the Framework Agreement for scientific and technical cooperation between the European Communities and the Republic of Iceland

Decision 90/24/Euratom — final conclusion, on behalf of the European Atomic Energy Community, of the Framework Agreement for scientific and technical cooperation between the European Communities and the Republic of Iceland

WHAT IS THE AIM OF THE AGREEMENT AND OF THE DECISIONS?

  • The agreement establishes a formal framework for the development of scientific and technical cooperation between Iceland and the European Communities in fields of common interest which are the subject of research and development programmes.
  • By its Decision 90/23/EEC, the Council approved the conclusion of the agreement on behalf of the European Community (now the EU).
  • By its Decision 90/24/Euratom, the European Commission approved the conclusion of the agreement on behalf of the European Atomic Energy Community (Euratom).

KEY POINTS

Cooperation

The cooperation may take the following forms:

  • regular exchanges of views on the direction and priorities of research policies and planning in Iceland and the EU and Euratom;
  • exchanges of views on the prospects and on the development of cooperation;
  • transmission of information resulting from the cooperation under this agreement;
  • cooperation of programmes and projects carried out in Iceland and in the EU and Euratom;
  • participation in joint programmes or subprogrammes and the carrying out of joint actions in Iceland and in the EU and Euratom.

Activities

The cooperation may be implemented in the following ways:

  • joint meetings;
  • visits and exchanges of researches, engineers and technical staff;
  • regular contacts between programmes or project planners and managers;
  • participation by experts in seminars, symposia and workshops;
  • participation in joint programmes or subprogrammes and joint actions;
  • availability of documents and communication of the results of work carried out in the framework of the cooperation.

DATE OF ENTRY INTO FORCE

The agreement entered into force on 6 June 1990 for an indefinite period. It may be terminated or reviewed at any time by either party with 12 months’ written notice.

BACKGROUND

Relations between the EU and Iceland are governed principally by the Agreement on the European Economic Area which created a zone in which there is free movement of people, services, goods and capital that comprises the EU countries, Iceland, Liechtenstein and Norway.

For Euratom, by Council Decision of 19 June 1989, the Council approved the Framework Agreement for scientific and technical cooperation between the European Communities and the Republic of Iceland for the purposes of final conclusion by the Commission on behalf of Euratom. Based on this Council Decision, the Commission adopted the Decision 90/24/Euratom that provided that the Framework Agreement for scientific and technical cooperation between the European Communities and the Republic of Iceland was concluded also on behalf of Euratom.
