1994 Helsinki

The HELCOM Ministers set out recommendations at their Annual Meeting in 1994 to, among other things, address recent maritime incidents involving oil and other harmful substances in the Baltic Sea area, develop a system of Coastal and Marine Baltic Sea Protected Areas (BSPAs), and compile data on threatened biotopes.
