The late Edward "Dicky" L. Waters, a native of Baltimore City, attended Douglass High School.

"Dicky" came to Morgan as Baltimore's most promising sprinter. He was a welcomed addition to the track team and was rated by Coach Eddie Hurt as a sprinter near the class of the great "Art" Bragg.

"Dicky" was anchor man for the 440 relay team at Iona, New York, clocking a 42 second leg.

He was a member of the freshman One Mile Relay Championship team at the Penn Relays.

He was second in 100 yard dash - University of Pennsylvania; winner of the CIAA 100 yards; South Atlantic AAU Champ at 60 yards; Washington Star Games Champ at 50 yards in 5.6; winner of the Knights of Columbus Meet - N.Y.C. - 60 yards in 6.3 seconds; Dual Meet winner at 100 yards in 9.6 seconds; holder of CIAA record 100 yards in 9.6 seconds; holder of CIAA record 100 yards in 9.4 seconds; winner of CIAA - 220 yard dash in 21.6 seconds; runner up to the greatest sprinter Morgan ever had - Art Bragg.

He was the founder of the Edward L. Waters Track & Field Club. It was one of the top track clubs in the Maryland area. 

Edwards young life was cut short in 1969. He left behind two sons, Daryl and Edward, Jr. and a daughter Edette.
