Jesse Waker was born on December 23, 1941 in Charleston, South Carolina. He graduated from Frederick Douglass High School, in Baltimore, Maryland.
He entered Morgan in 1960 and graduated in 1964. In 1962, he became the 177 lb. CIAA wrestling champion and was selected as the tournament outstanding wrestler. He repeated as champion at 177 lbs. in CIAA wrestling in 1963. Jessee was the first black member of the Baltimore City Central YMCA wrestling team at 177 lbs. In 1964, H also won third place place at the South Atlantic AAU tournament in Greco-Roman style wrestling in 1964 and qualified for the national Olympic trials.Â
Jesse was awarded the Bachelor of Arts degree in history and education in May, 1964. In September 1969, he entered the University of Baltimore School of Law, class of 1973 with two other African-Americans, earning his Juris Doctorate Degree.
In 1990, Jesse Samuel Waker was appointed an administrative law judge for the State of Maryland with the newly created Office of Administrative Hearings.Â
