According to the Volunteering Act, inclusivity is one of the fundamental principles of volunteering. This principle is designed to ensure equal conditions for volunteering, with a particular emphasis on the inclusion of members of socially excluded population groups. The ultimate goal is to foster their inclusion in society and promote social empowerment. 

While social inclusion is defined as essential, there are no government-led initiatives or programmes for promoting inclusivity among various populations, including youth. Promotion is predominantly carried out by the Agency for Mobility of and EU Programmes, the Croatian Volunteer Development Centre, or local volunteering organisations.

Support to young volunteers

There are no high-level policy measures to support young volunteers and reduce barriers to their participation by covering potential expenses such as transportation, materials, and meals.

Community building

There are no high-level policy measures or initiatives addressing the development and strengthening of social cohesion and inclusion in the communities where volunteering projects take place.

Tackling societal challenges

There are no high-level policy measures, initiatives, or programmes supporting young volunteers to engage in projects contributing to the solution of societal challenges.
