The Conference
In a context of structural, societal or economic disruptions, EU Member States must enhance further the resilience of their administrations and reinforce their capacity to anticipate and recover from crises. How can the European Commission’s Technical Support Instrument help Member States in this endeavour?
High-Level representatives from the European Commission, Member States and other Institutions gathered to share their perspectives during the 2022 Technical Support Instrument annual conference.
The conference highlighted the way the Technical Support Instrument can support Member States for the successful design and implementation of resilience-enhancing reforms, and in particular in the context of the recent crises (COVID 19 pandemic, Russian invasion of Ukraine).
The conference presented the main priorities for the Technical Support instrument for the upcoming year, notably:
- Providing continuous support to the implementation of Recovery and resilience Plans (RRPs);
- Focusing the support on selected top EU priorities (notably through the concept of flagship projects - support projects proactively proposed by the Commission to Member States);
- Encouraging the design and implementation of multi-country (and multi-regional) projects.

2023 Flagship Technical Support Projects
The proposed 2023 Flagship technical support projects have been selected on the basis that they are largely needed across Member States and are linked to top EU priorities the Member States are in the process of implementing. As such, they aim at supporting Member States in achieving resilience and growth enhancing reforms.
- Integration of environmental dimensions in public finances – Implementing the ‘Do No Significant Harm’ (DNSH) principle in public funding programmes
- Accelerating permitting for renewable energy
- Support to Climate Adaptation
- ESG Risk Management for the Financial Sector
- Support to industrial ecosystems
- Migration and Talent Attraction
- Towards person-centred integrated care
- YOUTH FIRST – supporting children and youth wellbeing, education, training, social protection and labour prospects
- PACE – Public Administration Cooperation Exchange
- Enhancing the quality and use of tax information exchanged between Member States in the context of the Directive on Administrative Cooperation (DAC)
- Professionalization of public procurement personnel: fostering strategic methodologies, integrity and transparency
- Digital transformation for regional and local public administrations
