PEM Convention: the Joint Committee decisions paves the Way for Simplified Rules of Origin

On 12 December, the 16th meeting of the Pan-Euro-Mediterranean (PEM) Convention Joint Committee took place in Brussels, marking a significant milestone in the lead-up to the entry into force of the Revised PEM Convention on 1 January 2025.

The meeting saw the adoption of key transitional provisions by the 25 Contracting Parties, ensuring a seamless transition to the modernised and simplified rules of origin in the PEM area.

Notably, the Joint Committee agreed on measures to maintain cumulation possibilities in the region, continuing to facilitate trade and cooperation among the Contracting Parties. Additionally, another decision was adopted to enable customs authorities to accept electronically issued movement certificates, allowing for instant verification of authenticity.

These developments will contribute to a more streamlined and efficient trading environment in the PEM area, supporting economic growth and integration.
