Member cannot create new private-channel in teams
Although MS365 administration center and Teams settings about "member add private channel" is permitted, the members cannot create new private channel in teams.

- License or feature availability: The user might not have the right Teams license or could be restricted by their subscription plan.
Solution:
- Verify that private channels are enabled in both the Teams policies and for the specific Team.
- Ensure the member is not a guest, as guests cannot create private channels.
- Ask the user to log out and log back into the Teams app to refresh the settings.
