Representative Rick Hansen, Chair, called the Legislative Audit Commission meeting to order at 9:31 a.m. Chair Hansen said the meeting’s purpose was to (1) finalize the topics for evaluation by the Office of the Legislative Auditor (OLA) in 2024 and (2) hear OLA’s presentation of the performance audit, Minnesota Board of Firefighter Training and Education.
Since several of the members were participating remotely, Chair Hansen requested that a verbal roll call be taken; a quorum was present. He then asked Representative Greenman to provide a recap of the Evaluation Subcommittee meeting.
As approved by the subcommittee, Representative Greenman made the motion for OLA to conduct a financial audit of Minnesota State Colleges and Universities Faculty Pay Processing in 2025. Following a verbal roll call vote, the motion passed unanimously.

The meeting turned to the presentation of the performance audit of the Minnesota Board of Firefighter Training and Education (MBFTE). Chair Hansen invited representatives from OLA to speak to the commission. Lori Leysen, Deputy Legislative Auditor for the Financial Audit Division, provided a brief introduction of the audit. Zach Yzermans, Audit Director, gave a presentation of the key findings and recommendations. Mr. Yzermans and Ms. Leysen answered members’ questions. Chair Hansen invited the representative of the Department of Public Safety (DPS), John Cunningham, Assistant Commissioner of Emergency Services, to testify and respond to members’ questions.
After some discussion around the authority of boards throughout state government—such as MBFTE—and the concerns and problems surrounding them, Chair Hansen adjourned the meeting at 10:10 a.m.
