Representative Emma Greenman, Chair, called the Legislative Audit Commission Evaluation Subcommittee meeting to order at 9:30 a.m.; a quorum was present. Chair Greenman welcomed members and said the meeting’s purpose was to narrow the list of topic suggestions for the Office of the Legislative Auditor (OLA) to evaluate in 2024 to a shorter list of approximately 15 topics. Chair Greenman next welcomed from OLA Judy Randall, Legislative Auditor, and Jodi Munson Rodríguez, Deputy Legislative Auditor for the Program Evaluation Division.

Ms. Munson Rodríguez briefly went over the remainder of the schedule for the topic selection process, touched on the topic selection criteria, and highlighted a few of the topics on the list that had been prior requests; had never been evaluated; or were of strong concern or interest for legislators, citizens, or OLA. Ms. Munson Rodríguez added that the Commission had selected Aggregate Mining Operations as a topic last year, but OLA did not have the resources to conduct that evaluation.

Chair Greenman then asked members to put forth their top three topics. After tallying the topics and eliminating duplicates, there was a total of 15 topics selected. Ms. Munson Rodríguez said that Aggregate Mining Operations could be added as a sixteenth topic. The selected topics were as follows:

  1. Aggregate Mining Operations
  2. Broadband Infrastructure
  3. Community Benefit Expenditures at Nonprofit Hospitals
  4. Data Practices Requests
  5. Department of Corrections (DOC) Complaint and Investigation Process
  6. Department of Employment and Economic Development (DEED) Grants Management
  7. Department of Natural Resources (DNR) Land Acquisition
  8. Guardian ad Litem Board
  9. Guardianship of Adults
  10. Impact of Economic Concentration on Small Businesses
  11. In-Home Daycare
  12. Minnesota Department of Agriculture (MDA) Water Quality Certification Program (WQCP)
  13. Minnesota Department of Health (MDH) Human Resources
  14. Minnesota State Colleges and Universities Faculty Pay
  15. Oversight of Minnesota Veterans Homes
  16. Voter Registration System

Representative Hansen moved to adopt the 15 topics as identified by members, with the addition of Aggregate Mining Operations, for OLA staff to research and draft background papers. The motion passed unanimously.

With no further discussion, Chair Greenman adjourned the meeting at 9:48 a.m.
