Representative Emma Greenman, Chair, called the Legislative Audit Commission Evaluation Subcommittee meeting to order at 2:31 p.m.; a quorum was present. Chair Greenman said the meeting’s purpose was to reduce the list of 16 possible Office of the Legislative Auditor (OLA) evaluation topics previously selected by the subcommittee to 10. Chair Greenman turned to Jodi Munson Rodríguez, Deputy Legislative Auditor for OLA’s Program Evaluation Division, to discuss what was in members’ packets, which included background papers for the 16 topics, along with criteria comparison and most to least promising materials to aid in their consideration.
Representative Hansen asked if the Aggregate Mining topic was going to be left off the table since it had not been ranked within the most-to-least promising list with the other 15 topics. Judy Randall, Legislative Auditor, said for Aggregate Mining to receive further consideration, members would have to select it. Representative Hansen asked if it could potentially be a shorter paper, rather than a full program evaluation. Ms. Randall said she would have further discussions with him to see how OLA could be helpful, short of a full program evaluation.
Representative Hansen then moved that the top ten topics on the most-to-least promising sheet be the topics kept for further consideration; however, he suggested that one topic, Community Benefit Expenditures at Nonprofit Hospitals, be exchanged for Data Practices Requests. Further discussion took place regarding the topic, Impact of Economic Concentration on Small Businesses, which had received the lowest ranking, and the possibility of further refining the topic questions for the next subcommittee meeting. Ms. Rodríguez said that in some cases, OLA had provided alternative questions and in other cases, topics may have been made anonymously and could not be further clarified.
With no further discussion, a roll call vote was called on Representative Hansen’s motion to select the following ten topics for further consideration:
The motion passed unanimously. There being no further discussion, Chair Greenman adjourned the meeting at 2:43 p.m.
