DCE for Policymakers
Policy is a driving force in education. It formalizes and shapes the work of educational practitioners.
However, effective implementation of policy in educational establishments depends on 3 key elements:
- unambiguous definitions,
- clear goals, and
- a means of evaluation to measure progress.
The Recommendation on DCE published by the Council of Europe in 2019 provides comprehensive guidelines for policy makers and decision-makers, based on research into the competence needs of digital citizens.
