Capacity Building in Vocational Education and Training (CB VET) 2025: how to apply?

The Capacity building in the field of Vocational Education and Training (CB VET) action supports international cooperation projects based on multilateral partnerships between organisations active in the field of VET in EU Member States, third countries associated to the Erasmus+ programme and third countries not associated to the Programme. Its aim is to support the relevance, accessibility, and responsiveness of VET institutions and systems in third countries not associated to the Programme, as a driver of sustainable socio-economic development.

CB VET 2025 has been given a total budget of EUR 27 000 000 divided by regions:

  • Western Balkans (Region 1) - EUR 8 500 000 
  • Neighbourhood East (Region 2) - EUR 3 508 341 
  • South-Mediterranean countries (Region 3) - EUR 4 677 788 
  • Sub-Saharan Africa (Region 9) - EUR  8 072 432
  • Latin America (Region 10) - EUR 1 949 078
  • Caribbean (Region 11) - EUR 292 362

Important novelties for the 2025 call (ERASMUS-EDU-2025-CB-VET)

1.Topic IDs per region

Individual topic IDs have been created per region. You will have to apply under the topic of the region covered by your project:

  • ERASMUS-EDU-2025-CB-VET-WB - Western Balkans (Region 1)
  • ERASMUS-EDU-2025-CB-VET-NE - Neighbourhood East (Region 2)
  • ERASMUS-EDU-2025-CB-VET-SMC - South-Mediterranean Countries (Region 3)
  • ERASMUS-EDU-2025-CB-VET-SSA - Sub-Saharan Africa (Region 9)
  • ERASMUS-EDU-2025-CB-VET-LA - Latin America (Region 10)
  • ERASMUS-EDU-2025-CB-VET-CA - Capacity building in VET in Caribbean (Region 11)

2. Regional priorities

More importance has been given to regional priorities. Projects must make explicit reference to the policy documents relevant for their region as explained in the call text:

  • Global Gateways investment agenda – regions (Sub-Saharan Africa, Latin America, Caribbean)
  • Torino process – regional reports replaced by country reports (Western Balkans, Neighbourhood East, South-Mediterranean countries)

3. Changes in award criteria

In addition to the changes in the Relevance criteria (to emphasise the importance of regional priorities), other guiding points also had minor modifications to highlight the following aspects:

  • Importance of needs analysis under ‘quality of the project design and implementation’.
  • Importance of quantitative and qualitative indicators in the work plan under ‘quality of the project design and implementation’.
  • Importance of balanced budget amongst all partners under ‘quality of the project design and implementation’.
  • Importance of involvement of partners from third countries not associated to the Programme under ‘quality of the partnership and cooperation agreements’.
  • Importance of impact indicators under ‘impact’.
