This study under the EU Climate Dialogues (EUCD) program analyses the barriers that are still hindering the realization of South Korea’s offshore wind targets and provides suggestions of ways forward to overcome these challenges. Initial discussions with European stakeholders identified eight topics of particular relevance. Most of them relate to policies and permitting issues, but they also include the development of the local supply/value chain and grid capacity. To analyse the key issues for each topic, discussions and interviews were conducted with stakeholders from both the EU and South Korea.
