Tenement housing is one of the ways of solving housing problems. However, a common obstacle to the construction of tenement flats is the lack of interest among investors in building that kind of property. Expanding the inclusion of tenement housing construction in a lower tax band compared to commercial flat construction could increase their motivation.

What is the European Commission’s view of this idea, particularly in terms of economic competition rules?
