Agencija Evropske unije za sodelovanje na področju preprečevanja, odkrivanja in preiskovanja kaznivih dejanj (Europol) ima pomembno vlogo v boju proti hudim kaznivim dejanjem in terorizmu, saj izdeluje analize in ocene ogroženosti, ki so pristojnim nacionalnim organom v podporo pri preiskavah.
To vlogo izpolnjuje tudi z uporabo schengenskega informacijskega sistema (SIS) in izmenjavo dopolnilnih informacij z državami članicami o razpisih ukrepov v SIS. Države članice bi se morale v okviru boja proti hudim kaznivim dejanjem in terorizmu stalno usklajevati glede obdelave podatkov in vnosa razpisov ukrepov v SIS.
Uradniki na terenu potrebujejo za operativne namene preverjene informacije iz tretjih držav. Kljub temu končni uporabniki v državah članicah nimajo vedno dostopa do teh koristnih informacij, med drugim, ker države članice zaradi nacionalnega prava ne morejo vedno vnašati razpisov ukrepov v SIS na podlagi takih informacij. Po ocenah Europola informacije o približno 1000 tujih terorističnih bojevnikih, ki niso državljani EU, trenutno niso vnesene v SIS.
Zato obstaja tveganje, da jih mejni uslužbenci ne odkrijejo, ko poskušajo vstopiti v EU, ali da niso odkriti pri policijskih kontrolah na ozemlju EU. To pa pomeni precejšnjo varnostno vrzel.

EU/Mauritania Sustainable Fisheries Partnership Agreement and Implementing Protocol (A9-0148/2022 - Izaskun Bilbao Barandica) SL

S sporazumom o partnerstvu v ribiškem sektorju med Unijo in Mavretanijo so v zadnjih letih zagotovljene dobre ribolovne možnosti za floto Unije, kar zadeva pridnene in pelagične vrste ter tuna in izrazito selivske vrste.
To je najpomembnejši sporazum EU o mešanem ribolovu s tretjimi državami, ki temelji na dolgi zgodovini sporazumov o ribištvu med obema stranema. V skladu s protokolom k sporazumu iz leta 2008, ki je veljal do konca leta 2021, je bil ribolov v mavretanskih vodah dovoljen največ 58 plovilom iz Nemčije, Italije, Litve, Latvije, Poljske, Španije, Portugalske, Nizozemske, Združenega kraljestva, Irske in Francije.
Svet je julija 2019 Evropsko komisijo pooblastil za začetek pogajanj za pripravo novega sporazuma o partnerstvu v ribiškem sektorju in protokolu med EU in Mavretanijo. Komisija se je hkrati lahko pogajala o omejenem enoletnem podaljšanju veljavnosti protokola k sporazumu, ki določa ribolovne možnosti in finančni prispevek, saj naj bi se iztekel novembra 2019. V tem primeru so predvsem zaradi izbruha covida-19 pogajanja trajala dlje, EU in Mavretanija pa sta končno dosegli dogovor julija 2021.
Novi sporazum, ki sem ga podprla, velja šest let in se lahko samodejno podaljša za nadaljnja šestletna obdobja. Začasno je začel veljati 16. novembra 2021.

EU-Mauritania Sustainable Fisheries Partnership Agreement and Implementing Protocol (Resolution) (A9-0154/2022 - Izaskun Bilbao Barandica) SL

Podprla sem resolucijo, ki pozdravlja sklenitev novega sporazuma o partnerstvu o trajnostnem ribištvu med Evropsko unijo in Mavretanijo, s katerim naj bi izboljšali in posodobili sedanji sporazum.
Ta sporazum krepi okoljsko, gospodarsko, socialno, upravno in znanstveno sodelovanje, da bi okrepili trajnostni ribolov, prispevali k boljšemu upravljanju oceanov, se borili proti nezakonitemu, neprijavljenemu in nereguliranemu ribolovu, spremljali in nadzorovali ribolovne dejavnosti ter prispevali k preglednemu izvajanju sporazuma in ustvarjanju delovnih mest.
Partnerstvo mora nuditi jamstva in ščititi vse delavce na plovilih EU. Parlament poudarja, da je ena od splošnih težav pri sektorski podpori v sporazumih EU o partnerstvu o trajnostnem ribištvu slaba prepoznavnost, dostopnost in preglednost. Zato pozdravlja ukrepe za prepoznavnost in obveščanje javnosti, sprejete v zvezi z dejavnostmi, povezanimi z izvajanjem protokola, kar omogoča, da bodo njegove koristi v celoti vidne in dostopne vsem, ki jih to zadeva.
Komisijo in Mavretanijo poziva, naj izboljšata in pospešita izvajanje sektorske podpore ter povečata preglednost, zlasti na področju ribolovnih dovoljenj. Ribolov je pomemben sektor za mavretansko gospodarstvo in bistven za gospodarski razvoj države, prehransko varnost, prehranske in zaposlitvene priložnosti ter za zagotavljanje vključujočega in trajnostnega gospodarskega razvoja za vse.
