Main parliamentary activities

Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Los socialdemócratas europeos hemos logrado introducir medidas importantes en la propuesta presentada por la Comisión.
Los vehículos pesados son responsables de la cuarta parte de las emisiones totales de CO2 en carretera. Tanto la UE como las Naciones Unidas, en sus Objetivos de Desarrollo Sostenible, son conscientes de la necesidad de reducir el CO2 en la lucha contra el cambio climático.
La propuesta establece objetivos para la reducción del 15 % para 2025 para llegar a un 30 % en 2030. Los vehículos profesionales como autobuses y remolques están exentos hasta 2022.
Los socialistas celebramos todos los avances que las instituciones europeas hagan para mejorar la situación del medio ambiente y seguiremos trabajando para encontrar soluciones a uno de los mayores retos del siglo XXI.

InvestEU (A8-0482/2018 - José Manuel Fernandes, Roberto Gualtieri) ES

Sobre la base del éxito de los dos primeros programas del Fondo Europeo para Inversiones Estratégicas (también conocidos como plan Juncker o FEIE), la Comisión propuso para el próximo marco financiero, un nuevo programa llamado InvestEU.
A través de cuatro ejes (infraestructura sostenible, investigación, innovación y digitalización, pymes e inversión social) InvestEU movilizará más de 500 000 millones de euros de inversiones en la UE, de los cuales casi 16 000 millones se prevén en el presupuesto de la UE 2021-2027.
Nuestro grupo ha trabajado para conseguir que InvestEU sea un instrumento fuerte para la política de inversiones de la UE. que combine los diversos instrumentos financieros hasta ahora dispersos con el objetivo de optimizar el impacto de la inversión de la UE sobre el terreno.
El resultado de la negociación representa en sí un éxito, ya que hemos conseguido incluir nuestras prioridades, concretamente en relación con los objetivos (creación de empleo, objetivos de desarrollo sostenible, lucha contra el cambio climático, innovación, educación, cohesión económica, territorial y social, energía, infraestructuras...), la gobernanza y la rendición de cuentas.
Por todo ello la delegación socialista española en el Parlamento Europeo ha votado a favor.

A comprehensive European Union framework on endocrine disruptors (B8-0241/2019) ES

Para garantizar una respuesta más firme del Parlamento Europeo a la estrategia de la Comisión, todos los grupos políticos han decidido trabajar juntos en un texto conjunto desde el principio, se trata de una propuesta de Resolución en respuesta a la estrategia de la Comisión Europea «Hacia un marco integral de la Unión Europea sobre los disruptores endocrinos»
La propuesta de Resolución responde a la estrategia de la Comisión al considerar que carece de ambición y no propone acciones concretas para abordar el problema de la identificación y posterior exclusión / eliminación de sustancias disruptoras endocrinas en sectores como juguetes, cosméticos o materiales en contacto con alimentos.
El reciente estudio «Interruptores endocrinos: de la evidencia científica a la protección de la salud humana», publicado por el Departamento de Política de los Derechos de los Ciudadanos y Asuntos Constitucionales del Parlamento, también ha servido de base para esta propuesta de Resolución.
Los socialistas españoles hemos apoyado esta propuesta de Resolución seguir impulsando una normativa seria en esta materia.
