Commitments made at the confirmation hearings of the Commissioners-designate 2024-2029

This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the AFCO Committee, considers the legal space for an EU Climate and Energy Union. It assesses the major limits at the EU and national level, as well as the question if (informal) Treaty change is possible and necessary to create the space needed. It also assesses if an individual right to clean energy exists, or can and should be legally construed. It pays special ...

In June 2023, following its investigation into Europe's spyware scandal, the European Parliament issued a final recommendation identifying country-specific shortcomings and proposing EU standards for the use of spyware. Proposed safeguards include judicial approval, proportionality requirements, independent oversight, notification duties, and data deletion. Member States embroiled in the spyware scandal are making progress – albeit uneven – towards meeting these standards. Greece has amended its ...

In July 2021, the European Commission tabled a proposal to establish a new EU authority to counter money laundering and the financing of terrorism (AMLA). This was part of a legislative package aimed at implementing the 2020 action plan for a comprehensive Union policy on preventing money laundering and the financing of terrorism. The AMLA would be the centre of an integrated system composed of the authority itself and the Member States' national authorities with an AML/CFT supervisory mandate. It ...
