Joa is an Education Specialist for GPE where he leads the thematic portfolio on early learning. Prior to joining GPE, Joa spent a decade in West and Central Africa as well as at UNICEF Headquarters supporting early childhood and education (ECE) policy and strategy implementation in lower-middle-income and low-income countries in both development and humanitarian contexts.

Additionally, Joa supported the development of the “ECE Accelerator Toolkit,” an online platform that consolidates innovative approaches to mainstreaming and scaling ECE programs through education sector planning processes.

Joa holds a master’s degree in international educational development from Teachers\College, Columbia University.
