Supporting people-centred, integrated health service delivery
Overview
Increasing equitable access to quality services at a reasonable cost is a key challenge in advancing universal health coverage (UHC) in Member States. As populations age and non-communicable diseases become more prevalent, service delivery needs to become more people-centred to better meet population health needs.
In 2018, WHO Western Pacific Regional Office developed a regional action framework containing a range of facility- and system-level policies and actions that Member States can adapt based on their specific contexts to improve hospital planning and management, with strong links to primary health care. The framework urges Member States to ensure that hospitals serve UHC policy goals; strengthen accountability, efficiency, quality, equity, and resilience and sustainability in hospitals; and use regulatory, financing, monitoring and system design tools to ensure that hospitals contribute to UHC. WHO also builds capacity, convenes policy dialogue and provides advice on improving the quality and safety of health services.
